I have used R-DEPSET.MAC and this works well.

Can a Default Location be set?

Looking at the doc's it appears that R-DEPSET.MAC lets you return the location and the department.

You can also set the default location through the R-SECLOG.MAC hook by user, when they log in, by assigning a location code to the variable LocSet.
